Consider this satisfying and challenging management opportunity to contribute to the delivery of the regional geomatics program. Bring your leadership, planning, analytical and organizational experience to the Ministry of Transportation, Provincial Highways Management Division. You will provide resource administration, coordination and management, and bring your knowledge and expertise related to geomatics to provide advice and strategic direction to internal and external contacts.

What can I expect to do in this role?

In this position, you will:

• Manage section resources (including human, financial and technology) in the delivery of an effective geomatics program for the region
• Oversee the acquisition and delivery of survey consultant services and define quality standards and deliverables
• Manage the development and implementation of geomatics related operational policies and standards
• Provide advice and information and makes presentations to regional senior management

How do I qualify?

Mandatory

• You have a professional designation as a licensed Ontario Land Surveyor (OLS) and membership in good standing with the Association of Ontario Land Surveyors (AOLS).

Technical Knowledge:

• You have knowledge of the theory, principles and practices of geomatics to manage and coordinate the regional geomatics program and assess client needs to meet business needs.
• You have knowledge of legislation pertaining to surveying, highways and real property; statute and common law governing land surveying; land registration procedures, and; treaties and policies relative to surveys adjacent to or through First Nations to provide expert advice on survey issues and interpretations when addressing client concerns.
• You have knowledge of professional surveying standards and knowledge of related fields pertaining to the design and construction of transportation facilities.

Consultation and Leadership Skills:

• You have consultation skills to represent the ministry in complex land transactions and other surveying issues, develop creative solutions and negotiate resolution.
• You have experience with management practices and techniques to manage section resources (material/financial/human), ensuring effective utilization to meet program delivery objectives.
• You have experience planning, coordinating and managing the delivery of the large-scale programs, prioritizing and implementing work plans/schedules to support the achievement of regional and ministry objectives.

Analytical and Problem-Solving Skills:

• You utilize analytical and problem-solving skills to identify inadequacies in existing specifications, policies, procedures, standards and legislation/regulations and make recommendations for revisions.
• You use analytical skills to identify and develop geomatics policies and procedures and alternative concepts in surveying and mapping methods.
• You utilize analytical and problem-solving skills to evaluate new technology and procedures and complex survey problems, conduct risk analysis and assess long-term implications.
• You utilize analytical skills to evaluate external consultants methods and techniques to determine if they meet industry requirements, negotiating and preparing agreements and assessing performance.

Communication Skills:

• You have excellent oral communication to provide expert advice and interpretation to senior management, surveying industry and stakeholders, authorize discretionary solutions and negotiate agreements/consensus.
• You have excellent written communication skills to prepare complex technical reports, briefing notes and presentations and to develop critical geo-referenced survey data and evaluate technological trends and advancements using specialized computer applications (e.g., digital mapping and terrain modeling, GPS processing, GIS) and IT concepts/tools.
• You use political acuity when dealing with the public and other parties on sensitive issues and when providing advice to senior regional management on emerging trends and issues having legal, financial and political implications.
