Major Responsibilities:
Reporting to the Program Manager, Transportation Planning, the Senior Transportation Planner will be responsible for, but not limited to the following:
- Conducts transportation planning studies, develops recommendations, and prepares reports
- Contributes to the formulation of city-wide transportation policies and provides input to the review of the City’s Official Plan
- Plays a leadership role in developing and promoting sustainable transportation planning initiatives, including the development of long-term strategies to meet the City’s emission reduction targets and the promotion of active transportation modes (cycling and walking) as alternatives to vehicular travel
- Represents the views of the department at Community Councils, Standing Committees and meetings with community groups, citizens, elected officials and managers of other divisions and departments
- Designs, develops and maintains transportation planning information systems, data banks, and computer models to monitor issues, trends and policies
- Designs, develops and maintains computer models for forecasting long term trends and transportation demands
- Prepares terms of reference and study designs for projects
- Compiles and analyzes demographic, economic, social, cultural and physical data, and prepares reports on transportation issues affecting the City of Toronto
- Designs, conducts and/or coordinates research and analysis activities and surveys (e.g. cordon counts, etc.)
- Evaluates the implications of transportation planning initiatives of area municipalities, other jurisdictions and transportation agencies
- Consults with City Divisions and Commissions, area municipalities, and other government agencies to co-ordinate the monitoring of trends and forecasting of future trip patterns. Identifies, negotiates, and mediates conflicting positions with groups which have varied interests
- Monitors major projects and the progress of consultant’s studies, including day-to-day co-ordination and liaison with consultants to assist management in ensuring that studies are completed on time and within budget. Prepares status reports
- Acts as an expert witness before administrative tribunals such as the Ontario Municipal Board
- Provides information and advice in response to requests from elected officials, representatives of provincial ministries, area municipalities, other agencies, consultants, and the public. Prepares reports and correspondence
- Provides work direction on research, analysis, surveys, and other assignments to Transportation Planners, Assistant Planners, and other staff
- Carries out special transportation planning assignments, as requested
- Maintains working relationships with other Departments to ensure effective partnerships within the Corporation
- Maintains an awareness of developments and advancements in the transportation modelling and data collection fields
Key Qualifications:
- University degree in planning or transportation planning/engineering, or in a professional discipline pertinent to the job function, or the equivalent combination of education and experience.
- Extensive experience in delivering complex transportation demand forecasting projects and data collection and management projects with minimal direction, while balancing political, community and other stakeholder interests.
- Extensive experience dealing with staff at all levels and the ability to maintain strong internal and external relationships.
- Extensive experience in assignments demanding critical judgement and analytical thinking.
- Eligibility for membership in the Ontario Professional Planners Institute and/or Association of Professional Engineers of Ontario and/or Institute of Transportation Engineers.
- Demonstrated proficiency in conflict resolution in complex, multi-stakeholder situations.
- Demonstrated ability in research methodologies and long range policy formulation.
- Demonstrated proficiency in conflict resolution, including the ability to coordinate, negotiate and mediate various/conflicting interests in a project team environment.
- Highly developed communication skills, both orally and in writing at all organizational levels.
