GIS / Data Specialist

GIS / DATA SPECIALIST 

Halton-Hamilton Source Protection Region

2 year Contract Position

General Description

Reporting to the Project Manager, the GIS / Data Specialist is responsible for the development and management of the GIS and for delivery of services for the Source Protection program. This role will work as part of the Source Protection team and independently on project specific tasks. Specific duties will involve data collection, analysis, mapping, methodology documentation, and legislation review for compliance with the Clean Water Act. 

 

Responsibilities

§        Sourcing and securing, through agreements as required, base data and GIS reference material required to develop and maintain the GIS.

§        Load, manage and organize tabular data in Access and SQL databases in accordance with data models provided by Provincial Ministries.

§        Creating complex queries to extract  and combine data from multiple data sets to create reports/data views.

§        Using geospatial data (e.g., feature classes, shape files, grids) to create derivative data and link to tabular datasets.  

§        Undertaking analysis related to the characterization of watersheds and assessment of threats to drinking water supplies.

§        Generating metadata and documentation of project analysis, methods and results.

§        Complying with information management requirements under the Clean Water Act .

§        Preparing presentation materials for, and participating in, project related workshops, public meetings and training sessions.

§        Directing staff on proper methods and approaches to ensure defensible work.

§        Providing GIS assistance and technical support to staff (i.e., ArcGIS).

§        Responding to internal and external requests for data.

§        Assisting IT staff with the maintenance of the hardware systems for the Source Protection office.

§        Researching, recommending and sourcing for purchase (software, data) and prepare an annual information management budget.

§        Performing his/her duties and ensure work is in accordance with the Conservation Authority's Safety Policy and Procedures and in accordance with the Occupational Health and Safety Act and its regulations.

§        Performing such other related duties as may be assigned from time to time by the Project Manager.

 

 

Qualifications

The ideal candidate will possess a diploma/degree in GIS/Geography and Data Management or a related field and have a minimum of 5 years of relevant work experience or equivalent combined with the following:

 

§        Ability to take responsibility for a task and independently resolve issues/problems.

§        Demonstrable experience working in a Windows based Desktop and Server environment

§        Demonstrable experience with GIS applications and geospatial data management.

§        Software skills including the ArcGIS suite (ArcGIS 9.3), Adobe Products, and MS Office (Access/Excel).

§        GIS skills including geocoding, digitizing, data entry, and vector and raster data manipulation.

§        Database management skills including configuring database/folder security, creating queries, creating tables, data loading, validation and related QA/QC processes using Access and/or SQL Server 2008

§        Experience in the rectification of CAD drawings and air photos to base maps.

§        Familiarity with the Geodatabase structure.

§        Experience with geophysical and environmental data.

§        Knowledge of Conservation Authorities and the Source Protection program.

§        Thorough attention to detail, organized, with strong communication abilities, both orally and in writing in English.

§        Ability to effectively organize time and workload.

§        The ability to travel to a site not serviced by public transportation.

§        SQL server 2008 management and database training an asset.

 

Preference will be given to candidates with the following:

§        Post graduate diploma/certificate in GIS or Spatial Analysis with relevant experience; and

§        Proven complex analytical and problem solving skills.

 

 

Salary Range:  Starting at $59,070 annually based on 37.5-hours per week

2-year contract with possibility of extension
