City of TorontoManager, Economic ResearchReporting to the Director, Strategic Growth & Sector Development, the incumbent will lead the Economic Development & Culture Division research team in the development and ongoing execution of an economic and culture research agenda. Responsibilities focus on the provision and analysis of business and economic information to enhance local and international competitiveness, stimulate economic growth and job creation, increase trade and investment, support fiscal sustainability, and strengthen Toronto's reputation as a global centre of excellence.
* Provides leadership and supports the Economic Development and Culture Division in developing and implementing initiatives to advance the City's Agenda for Prosperity, Creative City Planning Framework, Labour Force Readiness Plan, achieve City objectives and reinforce the City of Toronto's reputation as a centre of innovation and excellence * Represents the Division and provides advice and support to Mayor's Office, Council, Standing Committees, senior management and senior executives in the public and private sector related to enhancing economic competitiveness and growth * Consults and works collaboratively with other units within the Economic Development and Culture Division, other City divisions, agencies, boards, commissions and corporations, such as Invest Toronto and Build Toronto, as well as other public sector, private sector, non-government and community organizations to advance City priorities, policies, programs and interests and implement best practices * Liaises with external business, labour, academic and community organizations and participates in local, national and international conferences, forums and events * Acts as City's economist on all matters related to regional economy * Ensures accuracy of economic information published by the division, including publications such as Toronto Economic Indicators, replies to internal and external information requests, presentations and web-based materials * Produces the Division's quarterly Economic Overview summarizing key economic data about the City and the region * Prepares and participates in the presentation of economic information to Bond Rating Agencies * Supports business investment and influences public policy decision-making at all orders of government by conceiving, creating and maintaining comprehensive business, labour force, real estate, fiscal and economic databases and information systems, specific to the Toronto market * Conceives and implements interdivision projects to enhance our understanding of the City economy * Develops unit's goals, performance measures that align with the overall strategic planning of the Division and City * Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation * Supervises the day to day operation of all assigned staff including assigning, scheduling, and reviewing work. Authorizes and manages vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary * Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations * Prepares reports for Community Council, Economic Development Committee and other Standing Committees, and City Council * Acts as media representative for issues related to performance of the Toronto economy, as well as other economic and municipal finance issues * Acts on behalf of the Director as required
Key Qualifications:
1. Significant management experience that includes a commitment to excellence in customer service along with strong action and service delivery orientation, taking into account client needs, corporate policies and stakeholder interests. 2. Post secondary education in a professional discipline pertinent to the job function combined with relevant management experience, or an equivalent combination of education and experience. 3. Highly developed leadership skills with the ability to develop partnerships in complex political environments, direct and manage all aspects of the program including operational development, implementation and service delivery. 4. Sound executive judgement and ability in handling matters of a confidential and/or sensitive nature. 5. Ability to lead, motivate, build effective work teams to meet high performance and quality standards. 6. Considerable experience and thorough knowledge of economics and relevant legislation affecting economic growth and competition. 7. Considerable experience and thorough technical knowledge of information and data relevant to preparing comprehensive status, trends and competitiveness reports on the urban economy. 8. Considerable experience and through knowledge of the principles and practices employed in effective economic and financial analysis. 9. Demonstrated experience and technical expertise in utilizing computerized systems including the use and application of economic impact models, economic forecasting models and other relevant econometric tools to support policy analysis and decision making. 10. Well developed communication skills, both written and oral, analytical and conflict-resolution skills, interpersonal skills to build good internal/external working relationships. 11. Ability to work well under pressure, carry out multiple tasks and work effectively in a fast-paced and dynamic environment and deliver multi-faceted projects within precise constraints. 12. Familiarity with government legislation in the area of occupational health and safety.
