Planner I

This temporary position may continue up to December 30, 2011.
As part of the Planning and Policy Branch, Urban Design Section, you will have the opportunity to manage the new Development Incentive Fund program in the Enterprise Areas of the Business Revitalization Zones (BRZ's). Your responsibilities will include performing the following duties:

* Promoting the program to property owners within the Enterprise areas where the Fund applies
* Explaining the program and providing planning and development advise to applicants during the submission process
* Reviewing and evaluating submissions against the objectives, procedures and guidelines of the program in coordination with an internal review committee
* Completing necessary legal agreements with successful applicants
* Monitoring projects during the implementation process for compliance with applications
* Conducting final projects inspection to ensure the requirements are met and issuing payments
* Managing and monitoring the approved budget on a regular basis to ensure the proper allocation of grants to committed projects
* Assisting in the revitalization efforts within the BRZ areas through the preparation of planning studies as needed
* Preparing Council reports as needed related to the status of the program
* Performing other related duties as required

Qualifications :

* A Bachelor's degree in Urban Planning or a degree related to the functions specific to the position (a Master's degree preferred) and a minimum of two (2) years related planning experience; Candidates with less than 2 years of planning experience may be considered at the developmental level
* Alberta Community Planner (ACP) registration or membership in the Canadian Institute of Planners is desirable
* Knowledge of the principles and practices in urban planning, economic development, architectural and urban design as well as applicable legislation and regulatory requirements of Alberta
* Ability to express ideas effectively orally and in writing
* Ability to read detailed architectural drawings
* Ability to negotiate detailed legal agreements with property owners
* Strong organizational, problem solving and consensus building skills
* Ability to multi-task and handle a heavy workload under pressure of deadlines
* Excellent customer service skills and the ability to establish and maintain effective working relationships in a multi-disciplinary team environment
* Strong working knowledge of Microsoft Office
* Familiarity with POSSE is an asset
* Must possess a valid Alberta Class 5 Driver's license

Hours of Work: 33.75 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.
Salary Range: 21M, Salary Grade: 030, $37.128 - $46.913 (Hourly), $2,506.12 - $3,166.65 (Bi-Weekly), $65,409.83- $82,649.67 (Annually). Opportunity Concept: 21A, 013, $27.299 - $35.547 (Hourly), $1,842.65 - $2,399.39 (Bi-Weekly), $48,093.03 - $62,624.05 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
