GIS Analyst

The successful candidate co-ordinates the development, (including designing, writing, configuration, testing, debugging, modification and implementation) maintenance and administration of the corporate GIS systems and related applications, desktop GIS/CAD software, spatial data sets and GPS technology; functions as a project manager in the planning, development and implementation of information and communications technology systems; serves as a project team member with staff and/or external consultants to provide GIS subject matter expertise, in order to translate the functional business requirements into business system specifications and designs for project stakeholders and department management teams; identifies and assesses risks, issues, implications, options and alternatives for the business system designs, prepares cost/benefit analyses of the alternative system approaches and recommends the preferred solution for implementation; installs software programs from CD and network locations for GIS users; coordinates and plans large scale rollouts of software upgrades affecting many departments which may involve assessing hardware needs, training, preparing documentation, installing and configuring locally and on a server; assists with the installation of computer hardware, and its configuration for GIS purposes; performs first line advanced troubleshooting support for Helpdesk service/ticket requests; advises and makes recommendations on the selection and purchase of computer hardware, software, and training products, for both existing and emerging GIS system; designs, develops and implements in-house training programs; assists in the preparation and administration of the department annual capital and operating budgets, long range budget forecasts, and departmental business plans for GIS, CAD and GPS systems; assures and controls the quality of spatial data; maintains accurate records (including training records), hardware and software inventories, and license and reference documents in an electronic format; provides guidance and recommendations to all levels of staff with regards to departmental data licensing and arrangements and associated datasets; maintains effective and co-operative liaison with other staff, affiliated agencies, vendors, suppliers, consultants, service providers and staff in other government and community organizations; may be required to respond to emergencies during off-hours; maintains availability for overtime, on-call and stand-by responsibilities pertaining to GIS related issues. The 2010 salary range is from $60,897 to $72,927 per year ($33.46/hr to $40.07/hr).

 

Candidates must have a University degree in Geography, Computer Science or related discipline with a one-year post-graduate GIS specialization; at least four years of closely related GIS experience (analysing, querying, programming, relational database management of spatial and related data) working with Autodesk and ESRI software platforms; expertise and the proven ability to install, configure, support and troubleshoot GIS/CAD related technologies for Autodesk products, including AutoCAD Map and MapGuide and ESRI's ArcGIS desktop suite and ArcGIS Server products; knowledge and experience working with MS Office Professional (Access, Outlook, Word, Excel, PowerPoint), MS Project, Visio, Visual Basic, MS SQL, Adobe products and the Internet; experience with GPS applications and systems, including hardware and software; excellent analytical, problem-solving, organizational, oral and written communication, interpersonal, leadership, time management and training skills, and the ability to build strong and enthusiastic staff teams and external alliances/partnerships; project management skills and knowledge of PMBOK principles would be an asset; class G Drivers license in good standing and reliable vehicle to use on corporate business.
