Planner, Transportation

Major Responsibilities:

 

Reporting to the Project Manager, Transit Initiatives Unit, the Transportation Planner will have the following major responsibilities:

  • Conducts transportation planning studies, develops recommendations, and drafts reports related to rapid transit projects, environmental assessments, environmental project report addendums and the Transit Project Assessment Process
  • Compiles and analyzes demographic, economic, social, cultural and physical data, and prepares reports on transportation and land use planning issues on assigned rapid transit studies.
  • Designs, develops and maintains transportation planning information systems, data banks, and computer models to monitor issues, trends and policies
  • Assists in developing, evaluating and recommending rapid transit alignments, and preparation of reports
  • Consults with City Divisions and Commissions, transit agencies, area municipalities, and other government agencies to coordinate the development of transportation policies and programs and the planning and implementation of rapid transit projects, ensuring conformity with provincial, regional and/or area municipal plans
  • Monitors projects and the progress of consultant’s studies, including day to day coordination and liaison with consultants to assist in ensuring that studies are completed on time and within budget. Prepares status reports
  • Carries out special transportation planning assignments and public consultation activities·         
  • Prepares and presents evidence and opinion before the Ontario Municipal Board
  • Provides information and advice in response to requests from elected officials, representatives of provincial ministries, area municipalities, other agencies, consultants, and the public. Prepares reports and correspondence
  • Provides work direction on research, analysis, surveys, and report writing assignments to Assistant Planners, and other temporary staff
  • Maintains working relationships with other Divisions to ensure effective partnerships within the Corporation
  • Maintains an awareness of developments and advancements in the transportation planning field
  • Assists senior staff and the Project Manager in representing the Corporation/Division on external committees, task forces and at community and public forums

Key Qualifications:

 

Your application must describe your qualifications as they relate to:

  1. Considerable experience in delivering transportation planning projects, while balancing political, community and other stakeholder interests.
  2. Considerable experience in assignments demanding a critical judgment and analytical thinking, including involvement in traffic impact studies and related site planning issues.
  3. Experience in quantitative and survey research methodologies, data management, and analysis of demographic, social, economic and environmental trends, including graphical representation of statistics.
  4. Experience using a variety of computer software (i.e. Word, Excel, Access, MapInfo, IBMS, e -mail, etc) and the ability to utilize other software packages relevant to supporting the division’s core requirements. Previous experience with EMME/2, Paramics, Visum, Legion or Pedroute software will be considered an asset.
  5. Good working knowledge of the Planning Act, Municipal Class Environmental Assessment Process, Transit Project Assessment Process, Development Review Processes, Provincial Policies and Legislation related to land use planning, transportation planning, and the Official Plan, as well as current regulations and evolving policy trends in the City.
  6. Experience in transit planning and transit infrastructure design would be considered an asset.
  7. Experience in assist with the implementation of public engagement programs for transportation studies would be considered an asset
  8. Post secondary education in planning, policy, transportation planning/engineering, management or in a professional discipline pertinent to the job function, or an equivalent combination of relevant education and experience.
  9. Eligibility for membership in the Canadian Institute of Planners and/or the Institute of Transportation Engineers.
  10. Experience/involvement in large scale transit and/or transportation planning projects would be considered an asset.

You must also have:

  • Effective interpersonal skills, with the ability to communicate both verbally (often involving public presentations) and in writing, to all levels of the organization, and with elected officials, the media and the public.
  • Effective consulting, conflict resolution and negotiating skills when dealing with the community, developers, consultants, other City Divisions, and public and private agencies.
  • The ability to prioritize and complete project assignments working both independently and as a part of a team.
