Principal Planner (Transit)

Length: Full-time

 

Hours of Work:  35 hours per week

 

Salary: $68,905.20 – $78,296.40 per annum

Location: Administration Headquarters, 150 Frederick Street., Kitchener

Description of Duties:

Researches, develops, implements, promotes, and monitors initiatives which create a transit-supportive community consistent with the Regional Transportation Master Plan. Designs an efficient and effective transit network through the development and implementation of service plans, policies and programs, fare strategies, and advanced technology.

Knowledge, Skills, & Abilities Required:

    • Knowledge of transportation planning theory, empirical research, statistical analysis, and demographics, normally acquired through the attainment of a Bachelor's Degree in Geography, Planning, Environmental Studies, Civil Engineering, or related field; Canadian Urban Transit Association (CUTA) transit planning and scheduling courses; plus two years related transportation, transit, and/or land use planning experience.
    • Knowledge of relevant planning and transportation legislation, including the Planning Act, Highway Traffic Act, Public Vehicles Act, as well as Provincial, Regional, and Area Municipal policies and regulations.
    • Human relations, communications, public relations, presentation, facilitation, and negotiation skills in order to conduct presentations; conduct or train others to conduct public surveys; negotiate development applications and Regional Official Plan amendments; negotiate employer-based programs and private sector partnerships; respond to inquiries and complaints and handle controversial situations, using diplomacy and tact; and participate as an effective team member.
    • Research, analytical, planning, organizational, and problem solving skills in order to design surveys; coordinate activities and resource allocation; analyze data from a variety of sources; work independently in a team environment; adapt to frequently changing priorities; and complete assigned projects within deadlines.
    • Computer skill using software such as Microsoft Office, Access, ArcGIS, AutoCad, SPSS, Transit Operations System, and the Internet. Ability to work with modeling tools and other specialized applications related to transit and data analysis. Ability to research new technologies from a variety of media.
    • Ability to read and interpret technical, policy, and legal information from various sources, such as reports, documents, records, files, maps, plans, and diagrams; to compile, analyze, and interpret survey and statistical information.
    • Ability to write recommendations, reports, and general correspondence; to prepare information packages; to write and design brochures and press releases.
    • Ability to conduct meetings and make presentations to various groups; to provide information to Regional employees, contractors, businesses, and/or public groups; to respond to inquiries and complaints; to explain or clarify program information and guidelines; and to inform stakeholders of statistically valid survey design and available application software.
    • Ability to travel to various locations within Waterloo Region.
