Supervisor, GIS

Purpose:

Under the direction of the Manager, Geographic Information System, supervise the Geographic Information System staff and oversee PowerStream’s Geospatial Records, including maintaining the electrical distribution system asset repository and providing records services to support the daily operations at PowerStream.

Responsibilities:

  • Oversee the maintenance of PowerStream’s Geospatial Records including the electrical distribution system assets, associated records and the electrical network connectivity within the GIS
  • Supervise and perform GIS quality control and quality assurance policies
  • Coordinate service requests for mapping products such as operating schematics, map books, subdivision drawings, thematic maps and facilitate other map and data requests as required
  • Maintain a high level of GIS working knowledge and provide training support to GIS users
  • Maintain a high level of CAD working knowledge and provide support to user applications
  • Assist the Manager in the on-going development of Geospatial Technologies through application, product and process innovation.
  • Assist with project management duties within the GIS.
  • Provide leadership and team development through effective coaching  and counsel of staff
  • Participate in the interviewing and selection of staff, make recommendations for the hiring, re-assignment, employment status change, promotion, demotion and/or dismissal of staff to ensure that all positions are filled by qualified staff.
  • Evaluate the performance of direct reports, train and develop staff by providing technical advice, recommend appropriate employee training and skills development, positive reinforcement, constructive feedback and discipline when necessary to enhance performance and ensure the maintenance of a knowledgeable and effective staff.
  • Accountable for adhering to the safety responsibilities of the job as per Management Policy #H&S 1.1
  • Budget responsibility and signing authority according to the established policy.
  • Administer applicable Collective Agreement and represent management in grievance resolution.
  • Perform other duties related to the position, which may occur in an unplanned or emergency situation.

Qualifications:

Education and Experience:

  • Minimum one and a half (1.5) years of college post-Graduate education diploma or certificate in GIS studies and three (3) years of progressively responsible experience in the design and development of GIS systems and applications relevant to utility GIS experience, preferably electrical.
  • Several years of related experience in managing or developing a GIS, specifically within a utility using MS SQL Server, ArcSDE and ArcFM.
  • Working knowledge of GIS desktop applications, specifically ArcGIS and ArcFM.
  • Working knowledge of CAD desktop applications, specifically AutoCAD.
  • Practical knowledge of electrical distribution systems with an understanding of engineering drawings.
  • Some experience managing budgets.
  • Effective supervisory, delegation, attention to detail and organization skills.
  • Strong strategic, analytical, and communication skills with ability to influence others.
  • Energetic and enthusiastic team player committed to overall success of the organization.
  • Requires strong skills in understanding, developing, and motivating people.
  • Registered as a Certified Engineering Technologist (C.E.T.) or an Applied Science Technologist (A.Sc.T.) with OACETT would be an asset.
  • Valid Class G driver’s license.

Mandatory Qualifications:

  • Knowledge of GIS software tools and applications including but not limited to ArcGIS, ArcFM, ArcSDE, AutoCAD suite, MS Visio and applications of MS Office Suite.
  • GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation, and analysis.
  • Registered as a Certified Engineering Technologist (C.E.T.) or an Applied Science Technologist (A.Sc.T.) with OACETT.
