Summary: 

 

The City of Toronto's Transportation Services Division is seeking to fill two Business Programs & Solutions Specialist positions in the Performance Management Unit of the Business Performance Section.

As the Business Programs & Solutions Specialist, reporting directly to the Senior Project Manager, Performance Management, you will support lead and support the development and management of performance measures and related innovative business and systems solutions that modernize performance management. Specifically, you will undertake projects, activities, and assignments pertaining to the delivery of business performance support, performance management, and business intelligence (BI) for the division (performance measures creation, baselining, benchmarking, data process mapping, business analytics, data mining, geospatial analysis, reporting, and data visualization).

 

Major Responsibilities: 

Your primary functions as a Business Programs and Solutions Specialist will be varied, but are not limited to:

  • Designs and develops of innovative business and systems solutions that improve business performance.
  • Generate sustainable operational efficiencies for performance management.
  • Modernizes and streamlines performance management processes.
  • Prepares business cases, project charters, concept documentation, project plans and related materials that contribute to the Transportation Services Performance Management Program, any divisional/City initiatives and the effective use of human/fiscal/IT assets and services that will lead to service efficiencies and optimization of resources.
  • Contributes to the design, development, and implementation of divisional business intelligence (BI) solutions and applications to enable division performance management and data-drive decision-making.
  • Initiates and conducts, in coordination with divisional business representatives, research and analysis on opportunities to employ innovative solutions (such as BI tools), create performance measures and KPIs to track/monitor the performance, cost, and effectiveness of service delivery.
  • Designs and implements reports, visualization tools, and dashboards in consultation with stakeholders and business representatives to allow business units to monitor and management performance.
  • Conducts and documents data process mapping in consultation with stakeholders and business representatives to enable implementation of reports, visualization tools, and dashboards.
  • Provides training to staff and performance management consultation for divisional business representatives.
  • Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. Identifies potential business integration opportunities through knowledge of industry trends and related divisional/City initiatives.
  • Conducts studies on the feasibility of integrating business processes/technology solutions to deliver a range of support services.
  • Conducts analyses to measure the effectiveness of business and technology solutions and service delivery methods and processes.
  • Organizes, participates and conducts proof-of-concept initiatives with client stakeholders that will assist in the determination of adopting new processes and/or technologies.
  • Identifies and recommends risk mitigation strategies related to major technology/business process solutions/changes. Designs or modifies business processes in accordance with divisional/City/industry standards.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Coordinates with a team of staff on a project basis, ensuring effective teamwork, communication and high standards of work quality.
  • Provides input into assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Evaluates and makes recommendations on new technology solutions, performance management methods, and business process methods and develops policies and procedures and provides training to staff. Monitors and evaluates the functionality of business intelligence (BI) applications and makes recommendations for enhancements.
  • Designs, modifies and creates reports and data visualization tools to enable business performance, cost and effectiveness of divisional service delivery.
  • Contributes to the design and development of divisional business intelligence (BI) solutions, applications and standardized business processes for performance management.
  • Documents and analyzes business processes, associated performance measures/ KPIs, and data requirements.
  • Prepares reports to management supporting recommendations on changes in business technology solutions, business methods and business processes including appropriate staffing levels and resource allocation.
  • Prepares briefing notes, policy documents, business and evaluation analysis, and communication documents as required to support the unit.
  • Develops and implements solutions to ensure information is available and accessible for stakeholders including Council, the public, and staff.
  • Creates and delivers presentations to internal and external stakeholders.
  • Contributes to the creation of unit work plan.
  • Ensures compliance with safety and security matters under Occupational Health and Safety legislation and Divisional safety and security policies, including work place accommodations.
  • Maintains a thorough and continuous awareness of city and divisional policies and initiatives.

Key Qualifications: 

 

  1. Post-secondary education in data science, engineering, geography, information management, computer science, business/public administration or related discipline pertinent to the job function or an equivalent combination of education and relevant experience.
  2. Extensive experience in extracting, transforming and analyzing large volume of data from operational systems, and transforming data sets into effective visualization and dashboards for decision making.
  3. Considerable experience with database architectures and business intelligence tools (such as Tableau, SAP Analytics Cloud, Power BI)
  4. Considerable experience analyzing, developing and implementing business/technology process improvements.
  5. Considerable project management experience, including planning, implementation, and post implementation support.
  6. Experience in Python and SQL.
  7. Experience supervising or leading others with a focus on motivating, coaching, mentoring and developing staff.
  8. Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
  9. Well-developed written and verbal communication skills, including presentation and facilitation skills, with the ability to apply those skills using a wide range of media with numerous stakeholders including clients, community agencies, senior management and other third party stakeholders.
  10. Extensive analytical and conceptual thinking skills, with an ability to monitor, and evaluate existing programs, services, business processes and training modules in order to identify best practices and opportunities to improve service delivery through technology change and business process innovations
  11. Ability to prioritize multiple projects, work with cross-functional teams, set clear directions and design terms of references and project plans.
  12. Strong understanding of privacy, security and auditing; how these can be reviewed, monitored, and enhanced with regards to systems implementation.
  13. Knowledge of Municipal Freedom of Information & Protection of Privacy Act (MFIPPA)
  14. Familiarity with government legislation in the area of Occupational Health & Safety
