Position Summary



  • Participate as a member of the Departments technical team responsible for the creation and maintenance of all planning-related data resources;

  • Implementation of Information Management Software in the Planning and Development Services Department;

  • Training and support of new technology  and creation and revision of spatial datasets related to planning with the City’s Enterprise GIS;

  • Management of electronic mapping templates and filing systems and liaison with GIS staff to implement new GIS projects and tools;

  • Assist the professional planning staff with preliminary assessments of development proposals, preparation of maps and data monitoring of development activity as required;

  • Analysis and research for long-range planning projects such as urban growth and residential tracking;

  • Create, edit and maintain geospatial datasets, attribute data, and metadata using ArcGIS technology;

  • Design and produce cartographic mapping output from GIS datasets;

  • Provide administration, support, and configuration of the information management solutions implemented by Planning and Development Services;

  • Create and maintain spatial data queries and templates in support of planning applications and reports;

  • Provide technical services and support to Planning and Development staff in the research, assembly, and manipulation of statistical and other planning related data;

  • Responsible for the spatial analysis of land use, demographic, economic, geographic and other planning related data and recommend the design of related presentation mapping;

  • Coordinate and implement data monitoring procedures in support of long-range policy planning projects;

  • Responsible for training of staff in the use of new technology and GIS-related tools;

  • Assist in the identification, acquisition and implementation of programs for the new software and technological improvements including the provision of instruction in the use and application of new software and technological improvements;

  • Provide Computer Aided Drafting (CAD), Geographic Information System (GIS) and related technical support services to Planning staff in the design, maintenance, format, and production of maps and map-related products, charts, graphs, and spreadsheets and other graphic media from computer-based graphics applications for the use in reports, technical circulations, meeting notices, ect;

  • Responsible for the research and preparation of technical services, projects and studies, as required;

  • Assist in the compilation and preparation of annual/quarterly reports to summarize Planning activities;

  • Maintenance and updating of statistical summary documents, as required;

  • Perform field surveys and site inspections, as required;

  • Back up-for civic addressing requests, as required;

  • Assist in the preparation of the Capital and Operating budgets pertaining to technical services needs;

  • Other duties as assigned.


Qualifications, Competencies



  • Minimum of an Undergraduate Degree in Geographic Information Systems, Geography or Computer Science;

  • Minimum of four years of relevant GIS experience, preferably in a Municipal environment;

  • Expertise using ArcGIS software, including Acrview, ArcEditor and ArcInfo;

  • Expertise in database management; CityView experience an asset;

  • Demonstrated proficiency in MS Office and AutoCAD Software;

  • Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

  • Must possess and maintain a valid class G driver’s license with a satisfactory driver’s abstract and the ability to provide own vehicle.
